The project was first conceptualized in 2008 as the Cholistan Cadet College. It was later renamed Benazir Bhutto Shaheed Cadet College, and in 2014 it became Khanpur Cadet College. Despite the completion of a 250-acre campus at Chak 7-P near Khanpur, the facility remained non-operational for nearly two decades due to administrative and funding delays. In December 2025, the Pakistan Navy officially adopted the college, and it was renamed Pakistan Navy Cadet College, with a commitment to begin academic operations within the next twelve months.
