Program Introduction – Ministry of Economic Affairs

The Ministry of Economic Affairs (MoEA), Government of Pakistan, has been administering the Pakistan Technical Assistance Programme (PTAP) since 1976. The programme is designed to strengthen technical collaboration, foster goodwill, and promote human resource development among partner developing countries.

Programs Offered Under PTAP

PROFESSIONAL PROGRAMS

◆ BSc Engineering – 4 Years
◆ Doctor of Pharmacy (D Pharmacy) – 5 Years

Both programmes are offered by public sector institutions of higher education in Pakistan. Seats are available in universities across Pakistan, allocated by MoEA based on merit, choice of the students, and the availability of slots.

Eligibility Criteria for PTAP Admissions

General Conditions

All applicants who fulfill the following conditions are eligible to apply:

◆ Must have a valid proof of foreign nationality (self and parent) i.e. copy of passport.
◆ Must have a valid proof of Pakistan Origin identity in the form of Pakistan Origin Card (POC)/ NADRA I.D. Card or Pakistani Passport.
◆ Must have studied and passed 12th grade or equivalent exam physically from abroad.

Educational Qualifications

Equivalence Requirement

◆ Eligibility of students in terms of equivalence of certificates and grades will be determined by Inter Board Coordination Commission (IBCC), Islamabad.
◆ No application will be considered without Equivalency Certificate.
◆ In case the medium of instruction is not English in the qualifying examination, candidates will have to provide a valid TOEFL or IELTS score of 550 or 5.5 respectively.

Required Documents for PTAP Application

Candidates must submit the prescribed application form in quadruplicate (4 copies) along with attested copies of the following documents:

✓ HSSC or equivalent certificate along with detailed marks certificate/transcripts
✓ Equivalence Certificate issued by Inter Boards Coordination Commission (IBCC), in case of foreign qualification
✓ Proof of Foreign Nationality (self and parent) – foreign passport (Green card is not accepted as proof of foreign nationality)
✓ Proof of Pak-Origin – Pakistani Passport, I.D. Card, etc.
✓ Recent passport-size photograph (4 copies)
✓ Copy of applicant's passport

Application Submission

◆ The updated application form can be downloaded from EAD's website: www.ead.gov.pk .
◆ The application form should preferably be typed or printed.
◆ Applications must be submitted in quadruplicate (4 copies).

Institutional Allocation

◆ Seats for students are available in institutions throughout Pakistan.
◆ Educational institutions are allocated to students by MoEA based on merit, choice of the students, and the availability of slots.
◆ Institutions are not bound to entertain the students after expiry of their prescribed deadline.

Fee & Expenses

◆ Students admitted under PTAP will be required to pay the prescribed fee applicable under the Program to the institution concerned.
◆ Expenses on travelling, boarding and lodging etc. are also to be borne by student themselves.
◆ Exemption from tuition fee and other dues will be dealt as per policy of the institutions concerned.

Application Process for PTAP Admissions

1. Visit the official Ministry of Economic Affairs website: www.ead.gov.pk .

2. Download the prescribed application form from the website (Admission Under PTAP section).

3. Carefully read the eligibility criteria and instructions before filling the form.

4. Obtain Equivalence Certificate from IBCC for foreign qualifications.

5. Fill out the application form accurately (preferably typed or printed).

6. Attest all required documents (academic certificates, equivalence certificate, proof of foreign nationality, proof of Pakistan origin, passport copy, photographs).

7. Submit the completed application form in quadruplicate (4 copies) along with all attested documents.

8. Ensure the application reaches the PTAP Section, Ministry of Economic Affairs, Islamabad by 10 September 2026.
